Dear Readers of Model NATO Germany’s 

2025 Booklet, 

Building and maintaining institutional knowledge, ensuring continuity, and continuously improving a conference format such as Model NATO Germany is no easy task—yet the organizing team once again delivered an outstanding learning experience for our 96 delegates, who came together from across the alliance and beyond, to deepen their understanding of NATO, security and defence, and the art of negotiation and diplomacy.


Beyond the organizing team, and delegates, I would like to express my sincere thanks to our partners and supporters, guest speakers, embassies, and all professionals involved in making this event possible. 

The following pages offer a glimpse into the collaborative effort behind the conference., which we look forward to building on in the coming year.

The Crisis

Disclaimer: This is a fictional scenario for educational purposes only. 

European Allies are facing an increasingly disruptive series of hybrid attacks, following a brief and temporary decline that coincided with several breakthroughs by forces of the Russian Federation in Ukraine. As critical energy and transport infrastructure across the Alliance continues to be sabotaged and the resulting damage and disruption grows, Allies are confronted with challenges of attribution as well as questions about how to respond and deter future attacks. At the same time, coordinated hostile information campaigns are exploiting political divisions within and among Allies, causing a decline in public support for NATO.

Against this backdrop, tensions escalate when a ferry sailing under the Bulgarian flag in the Black Sea reports multiple explosions on board, while social media posts describe sightings of unidentified objects drifting in Bulgarian and Romanian waters.

The Chairs

Being a crucial part of Model NATO Germany, the chairs oversee the flow of debate around our crisis, maintain order within their respective committee, allocate speaking time, and mediate any conflicts that arise among delegates. Chairs also guide delegates in drafting the different components of the final communique to address the crisis, and ultimately contribute to the overall success and realism of the simulation by maintaining a fair and balanced environment for diplomatic negotiation.
